The Zero Down California ® program supplies the additional 3.5% financing on top of the FHA 96.5% loan for a combined loan to value (CLTV) of 100%. In the event an applicant makes less than 115% of the median income of the county in which they are purchasing a home, the 3.5% loan would not have to be paid back (so long as the home buyer has been making payments on the principal and living in the property for 3 years).
